FD’s Summit speakers on housing and infrastructure finance announced

Paul Beardmore, director of housing at Manchester City Council and the man behind the construction of hundreds of new homes in a joint venture with the Greater Manchester Pension Fund, will be among the headline speakers at the inaugural Room151 FD’s Summit.

Beardmore will speak on who bears the risk in housing decisions but will also offer a case study looking in detail at how the Manchester JV came together to construct houses across the city.

The FD’s Summit explores issues in housing and infrastructure finance for local authority finance chiefs. The event will form a second stream at Room151’s annual conference on 15 September, and will run alongside the Local Authority Treasurer’s Investment Forum.

Also among the Summit speakers is Pat Hayes, executive director of housing and regeneration at Ealing Borough Council, who will explore the funding mechanisms for development available to local authorities while Jonathan Bunt, of Barking and Dagenham, will reveal how his council modelled regeneration finance.

Waqar Ahmed, group finance director at L&Q, will reveal the opportunities for partnerships between councils and housing authorities.

Other speakers include Chris Brown of Igloo Regeneration, helping explore the financial dynamics behind development decisions, while Steve Partridge, executive director of finance at QSH, will look at private finance routes for affordable housing. Tom Paul, director of treasury and risk at AmicusHorizon, will offer insight on a treasurer’s perspective of development risk.
