Cardiff Council confirms £800m housing programme
0Cardiff Council has confirmed its intention to deliver more than 4,000 homes over eight years as part of an investment that will eventually total more than £800m.
The homes are part of the council’s Housing Revenue Account (HRA) business plan for 2022-23, which was agreed at Cardiff’s cabinet today (10 March). The 4,000 homes will include 2,800 new council homes in what is said by the council to amount to the “largest council housing building programme in Wales in recent years”.
Some £74m has been earmarked for capital spending on housing for 2022-23 and, by 2030, “will see over £800m invested into delivering affordable homes at scale and pace”.
According to the plan, the programme is reliant on a “significant” HRA capital budget allocation. External income towards costs is also available in the form of planning gain, external grants and income from the sale of properties for private ownership or through the First Homes Cardiff scheme for first-time buyers.
To date, income of just under £31m has been achieved through these routes.
Cabinet member for housing and communities Lynda Thorne said: “This is not just about building quality homes. Access to services and a healthy local economy are essential for safe and strong communities. Our programme will deliver both enhanced and new neighbourhoods where people are proud to live.”
As well as building the council homes, the business plan’s objectives include: investing in existing homes and community facilities; preventing homelessness, tackling poverty and supporting people into work; and moving towards net zero.
