Government fights shy of major reforms to land value uplift capture
0Central government has ruled out major reforms to the system of capturing rises in land value arising from the granting of planning permission.
In its response to a select committee report on the issue, the government said it preferred to concentrate on reforming the current system of section 106 agreements and community infrastructure levy.
The government response also rejected calls to apply a land value tax that would cover existing homes.
It said this proposal “would require frequent, complex and expensive revaluations of land; would lead to very significant increases in taxation in some parts of the country and would penalise homes with gardens (a ‘garden tax’)”.
