David Phillips: income tax ‘right starting place’ for fiscal devolution

The government’s latest commitment to fiscal devolution is “significant”, with the assignment of income tax revenues to local areas the most logical starting place, according to David Phillips, associate director of the Institute for Fiscal Studies.
