‘Suboptimal, complicated, susceptible to avoidance’: experts issue mansion tax warning

The government has been warned by revenues experts that its planned mansion tax is “suboptimal” and “unnecessarily complicated” and may raise less than hoped because of behavioural changes among taxpayers, including high levels of avoidance.
