Local authority borrowing forecast for 2025/26 revised up by £1.9bn

Local authority net borrowing is now expected to reach £18bn in 2025/26, some £1.9bn higher than forecast in November, according to the Office for Budget Responsibility’s (OBR) latest economic and fiscal outlook.

The OBR said that provisional monthly Ministry of Housing, Communities and Local Government (MHCLG) local authority borrowing data up to September 2025 had indicated
