Owen Mapley: fair funding is not the fix-all for council finance crisis

The Fair Funding Review and local government reorganisation (LGR) will “contribute” to solving the financial crisis facing local authorities, but “let’s not forget” that the core driver is demand, and that the “overall pie is not big enough”, says the CIPFA CEO.
