Mega funds in need of mega support: the LGPS transformation

The UK’s Local Government Pension Scheme (LGPS) is undergoing a seismic transformation, driven by the government’s ‘Fit for the Future’ initiative. By March 2026, all LGPS assets must be transitioned into regulated pools. The current assets outstanding, especially private assets, present a significant challenge to that timeline.

With the number of pools reduced and new standards for governance, technology, and investment strategy coming into force, pools need robust new foundations to support complex portfolios across local, public, and private asset classes. There’s no time to lose.

The scale of the challenge ahead

Pools face mounting pressure to deliver investment strategies that satisfy the requirements of Fit for the Future, balancing risk, return, and local investment objectives. The introduction of private asset thresholds adds complexity to strategic asset allocation, while tactical decisions are further complicated by local requirements.

Preqin data shows that the 86 constituent LGPS funds allocated £99.6bn to private assets as of June 2025, slightly above their £97.1bn target. Despite the over-allocation from constituent funds, the pools themselves are still in the process of building out their private markets programmes. In June, before two of the pension pools were earmarked for closure, the eight pension pools, with a collective AUM of £274bn, allocated £37bn private markets.

Private asset allocation is a major part of the formidable structural challenges faced by the pools. Legacy fragmented asset management structures can be inefficient and difficult to control strategically. This can also have an impact on the ability of pools to consolidate non-pooled assets, especially private market assets, due to data gaps and operational complexity.

Where their responsibilities have been extended, pools are now required to include strategic asset allocation and reporting. This starts with data and actionable insight, and requires a framework from which to create, execute and monitor allocations. Importantly, effective allocation demands insight drawn from both public market data and the more opaque, often fragmented, private asset information.

Meanwhile poor visibility and cash flow management means opportunities for operational efficiency and yield are being missed. This goes to the heart of the Fit for the Future plan, to ensure pools identify opportunities to create value, not miss them.

Implementation risk is always heightened during periods of change. Investment manager selection must now account for specific mandates and new local investment rules. And identifying opportunities requires granular analysis, from stock selection to private asset allocation.

Technology and collaboration: the way forward

To address the structural and operational challenges facing LGPS pools, solutions should consider focus on integration, governance, and scalability.

Data unification is critical – consolidating fragmented systems into a single, high-quality data environment will allow pools to deliver their Fit for the Future mandate, from governance to allocation to operational scale. This data can facilitate accurate strategic asset allocation and risk modeling across public and private markets. The integration of publics and privates is crucial to future-proof operations as pools take on their wider remit.

This expanded remit – to advise on investment objectives and provide strategic and tactical asset allocation – requires a robust investment framework. One that takes into account private asset thresholds, liquidity considerations, and local investment mandates to ensure decisions align with risk tolerance and return objectives. With the right platform, dynamic cashflow management can help pools optimise liquidity and avoid missed yield opportunities, for example by seeking to maximise yield on idle cash.

As pools expand the volume and value of their investment mandate, they may need to improve their manager selection, investment execution, and performance monitoring to help mitigate implementation risk and improve transparency.

Ultimately, scalable technology and process automation can simplify complex portfolios and bring about the efficiencies that the UK government envisioned with the Fit for the Future initiative.

Future-proofing pools, the opportunity amid change

When choosing a technology partner, pools may wish to consider one that invests heavily in research and development so they can adapt to future market changes, new products and government requirements.

As the LGPS sector races toward the March 2026 deadline, proactive, technology-enabled collaboration among pools is not just a technical challenge but a strategic imperative. Digital transformation will seek to ensure resilience, compliance, and value for local government employers into the next decade. The reforms, while demanding, offer a unique opportunity to redefine the future of public sector pensions in the UK.
